Richard joined NCSBA in January 2017 after 30 years as a fiscal analyst for the North Carolina General Assembly’s Fiscal Research Division. Richard worked for the Finance and Appropriations Committees in the House and Senate during his legislative career. During his last six years at the legislature, he worked with the House Appropriations Chairs to craft the House version of the State budget.
Richard grew up in Cliffside (Rutherford County), North Carolina, graduated from Chase High School, received his BA from UNC-Chapel Hill, and earned a Master’s degree from the Duke University Sanford School of Public Policy. Richard and wife Pam live in Raleigh two miles from their son and his family. In his free time, Richard enjoys hiking, mountain biking, volunteering for Raleigh parks, and building hiking trails in state and national parks.
